Okay, for the first ever vector actually USING Chilly Wisp, I think this is a pretty accurate depiction of one of her powers as an Ice Conduit. Namely, being able to freeze anything in a solid block of ice. Here, though, it seems she was able to make Midnight's prison more water-based, but it's still her little bit of payback for helping to make her what she is now.
